The date at the bottom right, 千百十九年 = 1119 years, states that the event happened in 766 or 767, if the date of publication is correct.

In 769, Wake no Kiyomaro came back from the Usa shrine with a divine message.
This angered Dokyo, who, according to an earlier divine message, was to be the next emperor.
Kiyomaro was then sent to exile.
